| Concept of Rover Scouting |
During the Seminar Workshop for the Promotion of Rover Scouting in the Asia-Pacific Region, hosted by the Philippines in 2003, the representatives of 11 countries came up with the following concept:
“Rovering is: the progressive journey from adolescence to adulthood, encompassing one’s duty to God, others and self through the Scout Method.”
It also reiterated that the motto is:
“ Rovering is a Brotherhood of the open-air service.”
